At the Aurelius Ocean Terminal, the sealed examination papers for the Coastal Navigation Certificate — a twice-yearly assessment run by the Maritime Appointments Board — were stored in a locked staff room on the upper mezzanine. On the morning of Wednesday 9 September 2026, supervising examiner Constance Harlow arrived at 07:40 to find the staff-room door closed but the paper-seal broken and the answer booklets disturbed.
